Turkey: monitoring visit by co-rapporteurs

Ingebjørg Godskesen (Norway, EC) and Marianne Mikko (Estonia, SOC), co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE), will be making a fact-finding visit to Turkey from 9 to 13 January 2017, in the context of the post-monitoring dialogue with this country.

During their visit, they will assess the progress made by Turkey in implementing the outstanding issues set out in the Assembly’s post-monitoring resolution and the latest resolution on the functioning of democratic institutions. Discussions will also focus on the latest developments following the failed coup attempt on 15 July 2016, in particular with regard to the rule of law and media freedom; the situation in South-East Turkey; and the preparation of the new Constitution.

On 9 and 10 January in Istanbul, the co-rapporteurs will meet representatives of the media and NGOs, academics and the local authorities.

On 11, 12 and 13 January official meetings are to be held in Ankara with the Vice-President of the Grand National Assembly, the Deputy Prime Minister, the Ministers of Foreign Affairs, Internal Affairs, Justice, and Education, the Turkish delegation to PACE, members of the political groups represented in Parliament, the President of the Constitutional Committee, representatives of the judicial authorities, the Ombudsman, representatives of trade unions and NGOs, and the diplomatic community.

On 14 December 2016, the PACE Monitoring Committee issued an information note from the co-rapporteurs on facts and figures concerning the failed coup attempt of 15 July 2016, the implementation of the state of emergency and related decree-laws, recent institutional developments, as well as measures affecting the functioning of the parliament, the judicial system and civil servants, military and law enforcement personnel, the media and local administration.
